How are all the added extracts in natural cosmetics made without alcohol?

I often look at the back label of natural cosmetics such as Avalon etc. and I see that most of them are made up of herb, fruit and vegetable extracts. How come you can't smell the alcohol or how are they made without it? Or are they in there in amounts so little that the smell just disappears within the mixture? How are all the added extracts in natural cosmetics made without alcohol?
I can't say with any authority because I'm not in the manufacturing business. But one way to extract herbal properties is by using vegetable glycerin, which also happens to be good for the skin. So I'd speculate this may be what they use.
